Multi-Tiered System of Supports (MTSS)
At Belleville Henderson Central School, we use a Multi-Tiered System of Supports (MTSS) to ensure that every student receives the instruction and interventions they need to be successful academically, socially, and behaviorally. MTSS is a proactive, problem-solving approach that relies on data, teamwork, and early intervention.
What is MTSS?
MTSS is a framework that provides different levels—or tiers—of support based on a student’s needs:

Tier 1 – Universal Supports:
High-quality instruction and schoolwide supports provided to all students. Examples include positive behavior expectations, classroom routines, and core academic instruction. -
Tier 2 – Targeted Supports:
Small-group or short-term interventions for students who need additional help in specific skill areas (academic or behavioral). -
Tier 3 – Intensive Supports:
Individualized, high-intensity interventions for students who continue to struggle despite Tier 1 and Tier 2 supports.
Case Study Team (CST)
The Case Study Team is a group of teachers, specialists, and administrators who meet regularly to review student progress and determine what supports or interventions may be needed.
The CST includes classroom teachers, school counselors, reading/math specialists, special education staff, and administrators.
Their goals are to:

Review academic and behavioral data

Identify students in need of additional support

Develop targeted intervention plans

Monitor progress and adjust interventions as needed
Weekly Data Meetings
Each week, grade-level and support teams meet to:

Review current student data (such as assessments, classroom performance, and behavior tracking)

Monitor the effectiveness of interventions

Decide whether a student’s current supports should continue, be adjusted, or be faded out
These meetings help ensure that interventions are timely, consistent, and based on data rather than guesswork.
Referral Process
If a student continues to show difficulties after receiving Tier 2 or Tier 3 supports, a referral may be made to the Case Study Team for a deeper review.
The CST may recommend additional assessments or supports.
If concerns persist after data-based interventions, the team may refer the student to the Committee on Special Education (CSE) to determine if a disability may be impacting learning.

The MTSS process ensures that students get the right help at the right time. It strengthens collaboration between teachers, families, and support staff—creating a system where all students can grow and thrive.
